Question. My family lives next door: husband, wife, grandfather and three minor children. Every evening I hear the sounds of “educating” children, the screams of adults, strange slaps, and after that - the crying of children. When I approached them and asked about the noise, the woman explained that it was just "kids running around." I asked to reassure them, because after work I want silence, but her husband reacted aggressively to comments and requests. Sounds of "education" every day more and more.

Somehow I went into their apartment with a neighbor. Frankly, as a person who is used to seeing order around me, I was amazed at the conditions in which children are raised. There is no way to go in the corridor - things are piled up, I almost stepped into cat excrement, the children sleep in the same corridor, in the bathroom on the floor there is cat stuff.

I can’t prove that neighbors are beating children. A couple of times, when I heard screams and angry children's cries, I knocked on their door, but they opened and said that everything was in order. And the head of the family in a rude and aggressive manner made it clear that there was nothing to visit them. What can I do?

Answer. According to article 63 of the Family Code of the Russian Federation, parents are obliged to take care not only of their health, but also of the physical, mental, spiritual and moral development of their children. Naturally, in the situation described above, none of the above duties are performed.
